Mergers and closures of departments: the structure of the city council in Pivdennoukrainsk is to be reviewed

The Pivdennoukrainsk City Council plans to streamline its executive bodies. In particular, some departments propose merging and adjusting staffing levels. If supported by councillors, the changes will come into effect on 1 June.
The relevant draft resolution has been published on the Pivdennoukrainsk City Council website.
It is proposed to abolish the Department for Emergency Situations and Cooperation with Law Enforcement Agencies and the Military Registration Department. These will be merged into a single department to be named the Department for Emergency Situations, Civil Protection, Defence, Mobilisation, Security and Military Registration. The staffing level of this department will be increased by 12 posts, bringing the total to 14 posts.
It is proposed to reorganise the Housing and Utilities Department and merge it with the Construction and Repairs Department. The total staffing level of the new Capital Construction and Housing and Utilities Department will be 20 posts.
The Legal Department’s staff may be expanded by one post, bringing the total to three.
Staff reductions are proposed in the following departments:

the Pivdennoukrainsk City Council’s administration and its executive committee — 2 full-time positions for senior specialists.

the Department of Administration and Public Relations (2).

Department for the Support of Deputies’ Activities (1).

Department of Urban Planning and Architecture (2).

Department of Ecology, Environmental Protection and Land Relations (2).

Health Department (1).
-
Finance Department (3).

Borys Hrinchenko Education Department (2).

Social Protection Department (7).
Members of the Pivdennoukrainsk City Council are also being asked to approve the new structure of the executive bodies.
As a reminder, members of the Mykolaiv City Council did not have enough votes to support the new structure of the city administration. The draft provided for the introduction of a separate body responsible for the protection of cultural heritage.
Mayor Oleksandr Sienkevych and councillors told NikVesti whether the city council’s staff should be reduced.
In particular, the secretary of the Mykolaiv City Council, Dmytro Falko, believes that the city council’s staff must be reduced, as the budgetary situation «remains difficult».
