Mykolaiv Mayor Oleksandr Sienkevych has, for the second time this month, expressed his dissatisfaction with the number of potholes that have appeared on the city’s streets as a result of water pipeline repair works.

He made these comments during an open staff meeting on Monday, 7 April, according to NikVesti.

«I have very serious complaints regarding the restoration of road surfaces following accidents. Your pace is very slow. I see good progress at the Mykolaiv Thermal Power Plant; ‘Mykolaivoblteploenergo’ doesn’t have as many of these potholes, but when it comes to the water utility, I see repairs happening very slowly. The weather is already permitting it, but you are working very slowly,» said Oleksandr Sienkevych.

A representative of the water utility reported that the municipal enterprise is currently awaiting the signing of a contract with the Kyiv-based company Progress-92, which has been awarded the contract for road repairs following the completion of the water utility’s repair works. The contract is worth 18.8 million hryvnias, according to data from the Prozorro public procurement system. The contractor will be required to provide road resurfacing services until 30 June 2026.

Progress-92 is registered in Kyiv and has been operating for over 33 years, according to data from the YouControl analytical system. Its main activity is pipeline construction. Among other things, the company’s activities also include road and building construction, engineering, wholesale and retail trade, and so on. The head of Progress-92 is Serhii Oleksandrovych Rozdorozhnyi, and the total number of company employees as of the end of 2025 was 28 people. The authorised capital amounts to 14,000 hryvnias.

The company also actively participates in tenders. Over the years of its operation, Progress-92 has secured contracts worth 452.2 million hryvnias, of which:

  • 129.5 million hryvnias — in 2025;
  • 19.9 million hryvnias — since the start of 2026.

«I am aware that you held a tender and that some contractor, whose credentials are unclear, was awarded the contract. Were they required to provide a bank guarantee? Did they provide one?» the mayor asked regarding the situation with the contractor.

«The bank guarantee is almost 400,000 hryvnias. We are expecting it today or tomorrow. And after that, the contract will be signed,» replied the representative of the water utility.

«Please, I ask you to monitor the quality of the work and the quality of the asphalt so that it doesn’t peel off later,» added the mayor.

As a reminder, Mykolaiv’s mayor, Oleksandr Sienkevych, is unhappy with the number of potholes on the city’s streets caused by repair works carried out by the water utility, the regional heating company and the thermal power plant.
