Photo: NikVestiThe Mykolaiv Regional Council has appealed to the Cabinet of Ministers regarding modular homes, where many internally displaced persons currently reside. These homes lack central heating, so residents use electricity for heating. However, they are unable to receive any benefits or compensation.
The decision was adopted by the Mykolaiv Regional Council today, 17 April, according to NikVesti.
Oleksandr Mosin, Chair of the Mykolaiv Regional Council’s Committee on Joint Community Property, Housing and Communal Services, Capital Construction and Architecture, stated that there are more than 75 modular homes across eight communities in the Mykolaiv region. These are home to 195 people — either IDPs or those who have lost their homes due to the hostilities. Across Ukraine as a whole, there are around 5,000 modular homes housing people affected by the war.
Generally, Ukraine has a compensation mechanism during the heating season for residents of apartment blocks that lack central heating and gas supply.
«However, current legislation does not cover modular homes, as they are also heated using electricity. Current legislation does not regulate either the reimbursement of electricity costs during the winter period or the provision of concessions. I therefore ask you to support this appeal so that those people who have suffered and are forced to live in modular homes may be eligible for such a concession,» noted Oleksandr Mosin.
Anton Tabunschyk, Chairman of the Mykolaiv Regional Council, noted that the appeal had been considered by the Housing and Utilities Committee and the Budget Committee, and had also been approved by the Presidium of the Regional Council.
The appeal to the Cabinet of Ministers was supported by 43 deputies.
It should be recalled that the Housing and Utilities Committee announced that deputies would ask the Cabinet of Ministers to amend the relevant regulations and establish economically justified standard compensation to account for the use of electricity for heating in modular housing estates.
It should be noted that at the end of October 2024, work began in Pivdennoukrainsk on the construction of modular homes for displaced persons. It later emerged that the city would require at least 2 million hryvnias to implement this project.
Each of the houses is equipped with centralised water supply and drainage systems, electricity supply, and electric convector heating, the city council reported. Inside: essential furniture, sanitary ware and household appliances, ensuring displaced persons a comfortable stay immediately upon moving in.
In April 2025, nine families of internally displaced persons moved into such homes. They were housed in homes installed with financial support from the Swiss Association for Aid to Ukrainians «Help Ukraine».
Meanwhile, Pivdennoukrainsk continues to receive modular homes, the last two of which were donated by Swiss benefactors. The cost of these homes is 2.2 million hryvnias.
In addition, Pivdennoukrainsk expects to receive 34 million hryvnias from international partners for the construction of a modular settlement for the temporary accommodation of displaced persons.
