Mykolaiv region has received a grant of ₴1.6 million to provide housing for internally displaced persons: an apartment has been purchased for a young family from Energodar

Last year, the Mykolaiv region received 1.6 million hryvnias in grant funding to provide housing for internally displaced persons. This money was used to purchase a flat for a young family from Energodar in Pivdennoukrainsk. Mykolaiv was unable to receive grant funding as the city is located in a potential combat zone.

This was revealed during a meeting of the Mykolaiv City Council’s Committee on Health and Social Protection, according to NikVesti.

Members of the council committee heard a report from Vasyl Fedoronchuk, head of the branch of the State Fund for the Promotion of Youth Housing Construction, a specialised state financial institution. He noted that last year the fund implemented local and state programmes.

«At the start of the year, the city budget allocated 7,711,000 hryvnias to the special fund. Subsequently, thanks to the support of the council, funding was increased to 21,147,000 hryvnias for the completion and commissioning of a residential building under construction in the Pivnichnyi district of Mykolaiv,» said Vasyl Fedoronchuk.

Using funds from the Mykolaiv budget, 12 preferential loans were granted and 11 two-bedroom and one three-bedroom flats were purchased. And at the end of the year, funds from the city and regional budgets were combined.

«One loan was combined with the regional budget. At the end of 2025, we made the necessary amendments to the regional comprehensive programme for providing housing to young families in the Mykolaiv region, which, in accordance with the Budget Code, allowed us to combine these funds and use them effectively. 1,195,000 hryvnias were allocated from the regional budget,» added the head of the department.

According to Vasyl Fedoronchuk, grant funds are also provided to IDPs for the purchase of housing. Last year, the Mykolaiv region received 1,631,000 hryvnias.

«This is a loan from the Council of Europe Development Bank. These funds were used to purchase a flat in Pivdennoukrainsk for a young family who had come from the nuclear power station in Energodar, Zaporizhzhia region, and are now working at our Pivdennoukrainsk Nuclear Power Station,» said Vasyl Fedoronchuk.

However, councillors asked why he was reporting on Pivdennoukrainsk rather than Mykolaiv. The head of the fund’s branch noted that the programme to provide housing for young families is jointly funded by the city and regional budgets. Furthermore, Mykolaiv could have received the funds, but they were reallocated.

«The reason I emphasised this is that these funds were supposed to come to the city of Mykolaiv in the form of grants, but we are in a potential combat zone, so these funds were reallocated to those cities—Pivdennoukrainsk and Pervomaisk—where there is no such zone, which is why the funds were directed there. They could have gone to Mykolaiv as well,» explained Vasyl Fedoronchuk.

He also noted that 8,867,000 hryvnias in loan repayments and 202,456 hryvnias in interest were returned to Mykolaiv’s budget last year.

It was previously reported that the Mykolaiv city authorities are currently working on three different projects for the construction of social housing in the city.
