A competitive selection process will be held in Mykolaiv to select candidates for the positions of three independent members of the supervisory board of the municipal enterprise “Mykolaivelektrotrans”.

The relevant order No. 121r dated 19 March 2026 was signed by Mykolaiv Mayor Oleksandr Senkevych, according to NikVesti.

The announcement of the competition must be published no later than 29 March 2026. After that, candidates will have 25 calendar days to submit their applications and the necessary documents — approximately until 23 April 2026. By decision of the selection committee, this deadline may be extended, but by no more than 30 calendar days — approximately until 23 May 2026.

The selection committee will receive, register and verify candidates’ documents, approve the list of those admitted to participate, as well as the list of those refused admission, stating the reasons. Following a preliminary assessment of applications and the ranking of candidates, the applicants to be invited for interviews will be determined.

Based on the results of the interviews and discussion of the candidates, the selection committee will determine the top three winners by open vote. The minutes containing the results will be forwarded to the authorised body for the preparation of a draft decision on the approval of the composition of the company’s supervisory board at a plenary session of the Mykolaiv City Council.

Candidates will be assessed according to several groups of criteria. In particular, the following will be taken into account: education and professional training, professional qualifications, participation in professional development programmes, managerial and entrepreneurial experience, involvement in large-scale projects, experience of working on supervisory or advisory boards, and cooperation with local authorities.

Candidates’ sector-specific expertise will also be assessed, including their ability to facilitate the raising of funds, the implementation of independent audits, the improvement of the company’s operational efficiency, and the development of corporate governance systems. Among the criteria are integrity, professional reputation, independence of professional judgement, and a focus on the interests of the local community.

The selection committee comprises nine members.

It is chaired by Mykolaiv Mayor Oleksandr Senkevych. Oleksandr Okunev, Chairman of the Board of Directors of the Professional Association of Corporate Governance, has been appointed as secretary.

Artem Vashchilenko — Chair of the Expert and Public Council of the Executive Committee of Mykolaiv City Council

Serhiy Vovk — Director of Transport Strategies Centre LLC

Oksana Volchko — independent member of the supervisory boards of PJSC ‘Ukrposhta’ and JSC ‘Ukrgasbank’

Dmytro Ivanov — Chair of the City Council’s Standing Committee on Housing and Utilities, Municipal Property, Urban Development, Industry, Transport, Energy Saving, Communications, Information Technology and Digitalisation

Olena Kiselova — Chair of the Standing Committee on Human Rights, Children, Family, Rule of Law, Transparency, Anti-Corruption Policy, Local Self-Government, Parliamentary Activities and Ethics

Fedir Panchenko — Chair of the Standing Committee on Economic and Investment Policy, Planning, Budget, Finance and Socio-Economic Development, Entrepreneurship, Budget Revenue and the Use of Budget Funds

Jacob Hansen — Head of the Danish Embassy Office in Mykolaiv

Supervisory boards for Mykolaiv’s municipal enterprises

The establishment of supervisory boards for Mykolaiv’s municipal enterprises was announced in early November 2024.

It is envisaged that the supervisory board will be an independent body responsible for monitoring expenditure and assessing the effectiveness of resource management within the enterprise.

The first enterprise to introduce such a body was ‘Mykolaivvodokanal’. In January 2025, a competition was launched for the positions of three independent members of the utility’s supervisory board.

In May 2025, the Mykolaiv City Council approved the composition of the supervisory board of the municipal enterprise ‘Mykolaivvodokanal’.
