Deputies of the Pivdennoukrainsk City Council decided to liquidate the municipal enterprise «Graal», which had accumulated millions in debt, including to the South Ukrainian Nuclear Power Plant.

The decision was made during a city council session.

Initially, deputies supported the transfer of the enterprise's electrical networks to the balance sheet of the municipal enterprise «Communal Services», as well as bus stops in Kostiantynivka and Buzke to the balance sheet of the enterprise «Housing and Maintenance Association».

In addition, a separate decision was made to create a liquidation commission and liquidate the Graal enterprise itself.

As explained by the acting head of the department, head of the municipal property department Andrii Lopushchenko, the first stage of liquidation will be a complete inventory of the company's property and financial obligations. A liquidation commission was formed for this purpose.

«First of all, a complete inventory will be carried out not only of the property but also of all the obligations of the Graal municipal enterprise. These include debts to the nuclear power plant, the tax office, the Housing and Utilities Management Association, as well as wage arrears to the enterprise's employees,» Andrii Lopushchenko said.

According to him, after the inventory is completed, the city council will have to decide on the repayment of debts with financial support from the community budget.

«All of this will be inventoried and a report will be submitted to you (councillors, — ed.). Of course, budget assistance will be needed. These obligations will have to be repaid,» he added.

According to the local publication Gard City, as of 2024, the debt of the Graal municipal enterprise to the South Ukraine Nuclear Power Plant alone exceeded 7 million hryvnias.

We will remind you that in October last year, the former head of the Graal municipal enterprise was detained in Pivdennoukrainsk on suspicion of fraud involving the purchase of pipes and embezzlement of more than 700,000 hryvnias from the budget.

According to the investigation, at the end of 2022, while acting as the director of the enterprise, he drew up documents for the alleged delivery of metal pipes for the water supply system. In reality, no pipes were delivered to the enterprise.

Despite this, 733,000 hryvnias were transferred from the city budget to a private company that was formally listed as a supplier, which caused significant financial losses to the enterprise.

We would also like to remind you that in December 2025, the head of the construction and repair department of the Pivdennoukrainsk City Council was notified of suspicion of embezzlement of local budget funds. The total amount of losses is estimated at almost 248,000 hryvnias.
