A flood has washed away rubbish dumps in Domanivka district — leaving waste piled up beneath houses

Following the spring floods, fields, vegetable gardens and roads in the Mykolaiv region were inundated with water. However, another problem is that waste from unauthorised rubbish dumps has been scattered across residential areas, including under houses. This situation has arisen in the Domanivka settlement community.

Local resident Diana Kiseliova noted that water from the ravine had washed plastic bottles, glass, old shoes and polythene under the bridge, onto vegetable gardens and the road. She attributes the situation not only to the floods but also to people’s negligence.
«All the rubbish that was in the ravine has ended up in our vegetable gardens and under people’s houses. The water has now receded and the sun is shining, but this is the situation we’re left with: the smell isn’t very pleasant», said the resident.
Another resident, Olha Kupych, noted that people had thrown rubbish into the pond’s drain. After the flood, everything was carried to houses and vegetable gardens. Now people don’t know what to do in this situation.
«The vegetable patch was ploughed up. The black soil was washed away. All sorts of rubbish was washed up here,» said the woman.
The resident turned to the village council for help.
Vasyl Pylypiuk, head of the housing, utilities and public amenities department at the Domanivka village council, explained that illegal rubbish dumps keep reappearing in the same old places: despite being cleared away, people simply dump rubbish there again.
«Unless we change people’s behaviour and mindset, our efforts to clear these unauthorised rubbish dumps are in vain,» noted Vasyl Pylypiuk.
Viktor Vlasiuk, head of the Domanivka village council, noted that there are many unauthorised rubbish dumps in the community. But even the main rubbish dump, as the head of the community admits, is illegal.
«And the landfill itself, which has been operating since 1957, also has no legal basis. We began this work in 2021. Funds have been allocated, and we will prepare all the necessary documents. This work is continuing today; a detailed plan for our community’s territory has already been commissioned,» assured Viktor Vlasiuk.

«Once we have legalised it, we will then be able to tell all residents of the Domanivska community that there is a designated site for the collection, sorting and recycling of waste,» noted Viktor Vlasiuk.
Anyone dumping waste in an unauthorised location will face a fine, and if they fail to pay, they will face court proceedings. According to Viktor Vlasiuk, administrative fines are set to be approved at a session of the village council and the executive committee.
In the meantime, community residents and the municipal services are clearing the littered area. Once the ground has dried out, it will be possible to bring in machinery to clear private plots and the drainage system. This was announced by Vasyl Pylypiuk, head of the housing, utilities and public amenities department at the Domanivka village council.
It should be noted that in Mykolaiv, the quality of tap water has deteriorated due to snowmelt, rainfall and the release of excess water from the Oleksandrivka Reservoir into the Southern Bug River.
Flooding has also caused a decline in water quality in Pivdennoukrainsk.
As for unauthorised rubbish dumps, the situation is similar to that of the Domanivka Settlement Council in other communities, particularly Voznesensk. There, people are dumping rubbish on areas that were cleared a year ago.
