In Mykolaiv, construction of a new shelter on the grounds of Lyceum №61 is scheduled for completion by the end of 2026. Some of the earthworks and concrete work have already been carried out at the site.

This was reported to NikVesti by Oleksii Savchuk, Head of the Capital Construction Department of Mykolaiv City Council.

As is known, this project is being implemented with funding from the Danish government through the organisation UNOPS.

«We received permission to carry out the construction work in December. To date, the groundwork for excavating the foundation pit has been completed. Almost 70% of the reinforced concrete structures below ground level have already been completed. Work will then begin on the insulation and waterproofing of the shelter itself,» said Oleksii Savchuk.

However, according to the official, it is unlikely that construction will be completed by the start of the new academic year.

«I wouldn’t take responsibility for it, and the contractors aren’t taking responsibility for getting it done by 1 September, but I can see that they’ll be able to do it by the end of the year,» he said.

However, Oleksii Savchuk did not answer questions regarding the cost of the shelter’s construction. He explained that the memorandum of cooperation does not specify the amount of funding, and this information is a trade secret.

«Our memorandum does not specify any figures, and this is their commercial secret, so this information can only be obtained from the information holders,» he noted.

It is worth noting that there are two educational institutions in the Varvarivka neighbourhood — Lyceum №60 and Lyceum №61. At Lyceum №60, construction has begun on a new building on the site of the one destroyed by a Russian missile. The new construction also includes a shelter, but work has currently been suspended.

Meanwhile, Tetiana Martychenko, deputy headteacher of Lyceum №60, told NikVesti that due to the lack of a shelter, the school cannot teach children in a face-to-face or blended format.

But the problem with school shelters is greater, she said, as there isn’t a single one in the entire Varvarivka neighbourhood.

«Our school and Gymnasium №61 are unable to offer any form of teaching other than distance learning. Whilst parents in Mykolaiv can choose another school that offers in-person or blended learning, we do not have that option. We have not been given any alternatives to choose from. Where, then, is social justice and equality?» she explained.
