The relevant changes were approved at a meeting of the executive committee of the Mykolaiv City Council, according to NikVesti.
Earlier it was reported that Mykolaiv wants to simplify the procedure for removing trees. As explained by Igor Nabatov, deputy director of the Mykolaiv Department of Housing and Communal Services, this concerns trees that pose a potential threat to people, transport and property due to damage or other defects.
He added that the innovation should eliminate situations where a decision is blocked due to the position of one member of the commission without proper justification.
«There cannot be a situation where, if one member of the commission disagrees with the general decision, it is not adopted at all. That is why in clause 5.3, which we wrote in the previous version, we specified that if any member of the commission has comments, they must provide reasonable explanations as to why they are not signing the green space act. We are talking about dangerous, dead or faulty trees. That is, those that could theoretically fall and damage the property of city residents,» said Ihor Nabatov.
According to him, if a commission member does not provide reasoned comments, the decision will be made by a majority vote.
At the same time, for all other cases — when it comes to the removal of healthy trees — the procedure will remain stricter.
«In all other cases, when we are talking about the removal of trees that are not dead, dangerous or faulty, decisions are made only unanimously, with the subsequent issuance of an order and a warrant. All others will be subject to compensatory planting. This applies to major repairs, reconstruction, restoration, and new construction. Compensatory planting of green spaces or payment of the restoration cost will continue,» added the official.
We would like to remind you that in August 2025, the executive committee of the Mykolaiv City Council approved a new procedure for removing trees, bushes and other green spaces in the city. Now residents must apply directly to the Mykolaiv Parks municipal enterprise with requests to remove trees.
Scandal over the removal of oak trees in Mykolaiv
As is known, preparatory work for the construction of an OKKO petrol station and shops began in the Inhulskyi district of Mykolaiv this spring. The site is located at the intersection of Bohoiavlenskyi Avenue and Kober Street, in a green area between high-rise buildings and the territory of the state-owned enterprise Zoria-Mashproekt. On 7 May, the contractor, together with a representative of the State Environmental Inspection, surveyed the site. According to the calculations, 182 trees are planned to be destroyed for the implementation of the project — mainly oaks aged 40-60 years.
It should be noted that preliminary public hearings were held online on 2 July. At that time, participants criticised the environmental impact assessment report and accused the developer's representatives of plagiarism.
The chief architect of Mykolaiv, Yevhen Poliakov, also criticised the developer. Although he had previously expressed surprise that almost two hundred perennial oak trees were planned to be cut down on the land plot. Yevhen Poliakov stated that he did not agree to the felling of oak trees on this plot, but on the contrary, demanded that the tenant plant an additional 57 trees, which, according to him, is recorded in the lease agreement. In addition, the chief architect of Mykolaiv assures that the company Svit Zdorovia has no right to «take actions that will lead to a change in the ecological situation», despite the fact that the very fact of the construction of a petrol station will already affect the ecological situation there.
