Residents of two buildings on Zavodska Street in Mykolaiv cannot receive compensation for their destroyed homes

Photo for illustration from the archive: NikVestiResidents of buildings at 3/1 Zavodska Street and 3/2 Zavodska Street have been unable to receive compensation for damage to their homes for at least six months. To do so, the common areas of the building that were damaged during the shelling must first be repaired.
This was discussed during an open staff meeting on Monday, 2 March, according to NikVesti.
The head of the Zavodskyi district administration, Viktor Dmytruk, requested that the following restoration issues be monitored:
- the damaged roof of the building at 3/1 Zavodska Street,
- common areas at 3/2 Zavodska Street.
«They promised to restore them at the expense of our donors, but this issue is still pending. People cannot begin to close their windows and doors with state support,» he said.
Iрor Nabatov, First Deputy Director of the City Council's Department of Housing and Communal Services, explained that the French non-governmental humanitarian organisation ACTED is to undertake the restoration of the buildings. The donor is currently awaiting approval of funding for this work.
«There are more than 1,500 damaged apartment buildings in the city. All of them have varying degrees of damage. We are working on this building with ACTED, which has already started work on some of the neighbouring buildings, while they are waiting for confirmation of funding for these buildings,» said Ihor Nabatov.
In fact, if a high-rise building has a damaged roof or common areas, such as the entrance hall, after shelling, residents cannot receive state compensation for their own destroyed homes: broken windows, doors. In fact, the state only finances the repair of housing that will be suitable for living, and not the partial patching of a building with an open roof. This procedure is in effect within the framework of the «eVidnovlennia» programme, approved by decisions of the Cabinet of Ministers of Ukraine.
«When common areas are damaged, the compensation commission is prohibited from moving around safely until they are restored. Therefore, the administration commission cannot go out and inspect the homes of affected residents,» Viktor Dmytruk noted earlier.
HOPE: Housing reconstruction in Mykolaiv
Mykolaiv will receive 150 million hryvnias from the World Bank to develop project and cost estimates for the restoration of apartment buildings as part of the «HOPE» project to repair housing and restore people's rights and opportunities. The design will be carried out not on a building-by-building basis, but in clusters. Each of the 21 clusters includes 2 to 5 multi-storey buildings that have been damaged.
Initially, the plan was to develop projects for the reconstruction of 54 buildings, but now their number has been increased to 69.
NikVesti asked the city authorities whether they would be able to rebuild the residential buildings according to the developed projects before their expiry date. They replied that they were not sure whether they would be able to rebuild all the buildings by 2027. However, Mykolaiv Mayor Oleksandr Sienkevych expects that after the project documentation for the restoration of high-rise buildings has been developed, the World Bank will also finance their reconstruction.

It later became known that this list included at least four buildings for which project and cost estimate documentation had already been developed, as mentioned in the article by NikVesti «Projects for the reconstruction of four buildings in Mykolaiv will be commissioned twice: why this happened and how the authorities will avoid duplication».
The Department of Housing and Communal Services explained that the projects already developed by the city include stabilisation measures, while the HOPE project focuses on energy conservation and improvement. «In any case, our projects are more narrow in scope than those that will be developed within the framework of HOPE,» they added.
Tenders are currently underway to find designers for the major renovation of apartment buildings included in HOPE. The restoration of 54 high-rise buildings within the HOPE project is planned to begin by November 2027.
