The Specialised Environmental Prosecutor’s Office is investigating possible breaches of the environmental impact assessment (EIA) procedure in a case relating to the planned construction of a petrol station at the junction of Bohoiavlenskyi Avenue and Kober Street in Mykolaiv.
This was reported on Facebook by Alla Riazhskykh, a member of the regional council and chair of the standing committee on environmental issues.
The case concerns the activities of «Svit Zdoroviia» LLC, for which the Ministry of Economy, Environment and Agriculture of Ukraine had previously issued a positive EIA conclusion.
According to Alla Riazhskykh, on 23 April 2026, information was entered into the Unified Register of Pre-trial Investigations regarding a possible breach of established procedures during the environmental impact assessment.
According to her, the opening of proceedings was the result of systematic work.
«Only systematic work within the legal framework, carried out by the regional council as a whole and the relevant parliamentary committee in particular, together with the comprehensive support of the State Environmental Inspectorate of the South-Western District, the media and the city’s residents, can lead to the desired result — the preservation of the city’s recreational area,» notes Alla Riazhskykh.
It should be noted that on 1 April, it became known that the company «Svit Zdoroviia» had, on its third attempt, passed the public hearing and received permission to build a petrol station complex with car service shops in the green zone near the Mykolaiv-based «Zoria» factory at the intersection of Kober Street and Bohoiavlenskyi Avenue.
Following this, residents held a meeting near the green area at the junction of Bohoiavlenskyi Avenue and Kober Street, where the petrol station complex is planned to be built.
Also on that day, the State Environmental Inspectorate carried out an inspection of this green area, where the company «Svit Zdoroviia» LLC plans to build the petrol station complex.
It should be noted that the Environmental Impact Assessment (EIA) report, on the basis of which «Svit Zdoroviia» obtained approval for the construction of a petrol station complex in Mykolaiv within the green space near residential buildings opposite the «Zoria»-«Mashproekt» plant, was signed by Vitalii Kindrativ, Deputy Minister of Economy, Environment and Agriculture, Vitalii Kindrativ, who served as Deputy Head of the Mykolaiv Regional State Administration in 2016–2017.
It was previously reported that the Mykolaiv Department of Housing and Communal Services had identified inaccuracies in the environmental impact assessment report regarding the construction of a petrol station complex in Mykolaiv in the park near «Zoria». The department has suggested that the company either abandon the construction or relocate the facility to another site.
It should be recalled that on 23 February, a second public hearing was held regarding the construction of a petrol station in the park near «Zoria». Representatives of the developer faced a barrage of criticism from local residents, who vowed to defend the green space.
It should be noted that the Ministry of Economy held a second round of public consultations regarding the construction of a petrol station in a green space in the Inhulskyi district of Mykolaiv.
The previous public hearing took place online on 2 July 2025. At that time, participants criticised the EIA report and accused the developer of plagiarism.
In November 2025, readers of NikVesti drew attention to markings on the oak trees and expressed concern that the area might be cleared for the construction of a petrol station. Following this, environmentalists inspected the oak trees along Kober Street in Mykolaiv, near the Zoria factory. According to the inspectors’ findings, all the trees are in satisfactory condition, the markings were applied haphazardly, and there are no grounds for felling them.
