The Mykolaiv Executive Committee has withdrawn the draft tariffs for the «Olimp» and «Atlant» sports schools from consideration: the document was criticised by the Public Council

In Mykolaiv, the executive committee’s draft decision on setting tariffs for the storage of watercraft at the «Olimp» and «Atlant» comprehensive children’s and youth sports schools has been withdrawn from consideration for further refinement and legal review.

The issue was discussed during a staff meeting, where representatives of the expert and public council raised a number of comments on the document, NikVesti reports.

Valerii Vetrov, a representative of the Public Council, pointed out that the audit of the «Olimp» facility, which has been ongoing since March 2025, has still not been completed. According to him, one of the reasons for the delay is the participation in the working group of representatives from the very body whose activities are being audited, which may indicate a conflict of interest.

«All the time, all the work is being blocked; even when clarifications are sought from all state bodies, they call black white and try to justify themselves where it is simply impossible. We hope that this is the last instance in our history where such a shameful precedent has occurred,» he noted.

Separately, Valerii Vetrov criticised the tariff proposal itself, stating that the sports department has no authority to set such tariffs for water transport. Furthermore, in his view, the document bears the hallmarks of a regulatory act and therefore requires a separate procedure for approval and adoption.

He also drew attention to the approach to setting tariffs, noting that, in his view, the document incorrectly conflates the concepts of public utilities and paid services.

«Thirdly, the drafters have, as they say, mixed apples and oranges. They have confused two different concepts: public services and paid services. What is the difference in the legislation? Public services are provided by public utilities and approved by the executive committee, whilst paid services are provided by institutions and establishments in the social, medical and welfare sectors, and the list and method of calculation are determined by resolutions and orders and approved by the institutions themselves,» noted Valerii Vetrov.

Artem Vashchylenko, chairman of the executive committee’s expert and public council, also subjected the document to sharp criticism, calling it economically unjustified. In particular, he drew attention to the planned expenditure of over 2 million hryvnias for the storage of 50 yachts.

«They’ve budgeted over 2 million for storing 50 yachts. A million for salaries and so on. This document is either a provocation or a sign of incompetence,» he remarked.

Mykolaiv’s Deputy Mayor Anatolii Petrov explained that the draft decision had been drawn up by the sports department as a temporary measure for the transitional period. According to him, this is linked to the process of allocating the land plot, after which the relevant enterprise will be able to officially take over these functions.

At the same time, he confirmed that the document had already been withdrawn for clarification of the circumstances and further analysis.

«For the transitional period, the Sports Department drafted this resolution. We have withdrawn it to clarify certain circumstances. And I think that at next week’s staff meeting I will provide you with full information,» noted Anatolii Petrov.

Mayor Oleksandr Sienkevych instructed that an expert assessment of the draft be carried out with the involvement of the pricing department. He also emphasised that if the document does indeed have the status of a regulatory act, it must be considered in accordance with the procedure provided for by law.

According to the previously published draft , the following tariffs were proposed:

  • «Atlant» Children’s and Youth Sports School — 49.69 hryvnias per square metre per month
  • «Olimp» Children’s and Youth Sports School — 32.63 hryvnias per square metre per month

It should be recalled that in February, Mykolaiv returned to considering the issue of dividing the territories of the «Atlant» and «Olimp» sports schools, where part of the land is intended to be allocated for a private yacht mooring area.

As is known, the city owns two complexes of mooring facilities belonging to the former yacht clubs of the 61st Commune Factory and the Ocean Factory, which are suitable for the operation of a small-scale fleet.

On 17 March, a joint meeting was held of three standing committees of the city council: on housing and communal services, human rights and the rule of law, and on health, education, culture and sport. In addition, representatives of the sports department, the legal department and the directors of the sports schools took part in the meeting.

Inspections and division of the territories of the «Atlant» and «Olimp» schools

It should be recalled that Mykolaiv has revisited the issue of dividing the territories of the «Atlant» and «Olimp» sports schools, part of whose land is planned to be allocated for a private yacht mooring facility. In 2022, the law on inland waterway transport came into force, clearly distinguishing between mooring bases and mooring bases for small vessels.

In 2024, the city was advised to bring both complexes into line with the legislation, and a working group was set up involving the authorities, athletes and school management. The first group analysed the work of the «Atlant» school, which uses the site of the former yacht club of the 61st Communist Factory. The second is reviewing the activities of the «Olimp» school in the Korabelnyi district — this work is still ongoing.

During the inspections, issues were identified regarding hydraulic structures, the management of municipal property, the transparency of tariffs, and the collection of fees for mooring vessels. At the time, Artem Vashchylenko, chair of the expert and public council, noted that children’s schools were not authorised to engage in vessel mooring at all, and that funds were being collected in a non-transparent manner.

The mayor and councillors emphasised that the schools’ primary task is to train children. Commercial activities must be separated and comply with the law. The committee agreed to revisit the issue with an expanded membership, involving other committees, school management, the relevant department, and the deputy mayor.

If the session’s decision is adopted, the territories of the «Atlant» and «Olimp» schools will be demarcated: the schools will focus on coaching activities, whilst the municipal enterprise «Timeset» will be responsible for maintaining the moorings and collecting fees for the berthing and storage of vessels.

It later emerged that some of the mooring facilities for small and recreational vessels in Mykolaiv may not open this season, meaning that vessels may not be able to take to the water.

During a staff meeting chaired by the mayor on 2 March, Valerii Vetrov, a representative of the Expert and Public Council of the City Executive Committee, stated that there were about two months left until the start of the season, after which state inspectors would inspect the sports schools’ bases. If the documents or operating conditions do not meet legal requirements, they may not be allowed to open.
